Subject: Forest Hill Road Mediation Response - by Citizens to MAAI

Dear Judge Beasley,

This is our response to the Moreland-Altobelli Associates, Inc.'s communication that we received last Thursday from you.  

1- Traffic Counts.  MAAI was asked to inform us as to whether our (Exhibit-A and B) are accurate of
(a) historic GDOT traffic counts, and
(b) the traffic projections (red line) used to justify widening Forest Hill Road.

We are now asking again - "Are these, our data chartings accurate?",   as this traffic data must be the basis of our discussion.


2. New traffic counts?  
During the Mediation Session on 2-28-08, Van Etheridge of MAAI kept referring to an apparently hand-drawn graph of traffic counts.  We do not have a copy of his chart which Van said extended the counts to 2007. 
3. - We are asking for a copy of any/all traffic count data, relevant to the Forest Hill Project, since 2005. 
3b. - And are these official, averaged and actualized GDOT counts?
4. - We are also asking for a copy of the graph/chart  that was used by Van Etheridge on 2-28-08.

5. - Was GDOT consulted during the past week?  Was the Bibb Commission consulted during the interim?   It was our understanding that the purpose of the 7-day-mediation-recess was to allow MAAI time to show GDOT and the Bibb Commission the CCP (Citizen's Compromise Plan)  devised by the us and our consultant.  We were confident that GDOT and Bibb would see the mutual benefits of our plan, and that they would accept the CCP. 

6. - We are asking for MAAI to reveal the identities of all persons consulted over the past week about the CCP.

7. - We are asking for all specific "deal-breaker" concerns raised by each individual from GDOT or Bibb relative to our CCP.

8. - The community stands behind the CCP (Citizen's Compromise Plan offered on 2-28-08) .
There are no engineering justifications given yet by MAAI that indicate why the CCP will not work.

9.  - Please be reminded that we have not yet discussed any compromises by the County concerning Wimbish to Vineville, nor the Wimbish intersection; the plans for both remain unacceptable to the neighborhood.

Dear Residents' Representatives:

Forwarded here is the response of Moreland Altobelli, on behalf of the
County, to your requests of March 10.  You will note that, with respect to
your request number 9 concerning the Wimbush to Vineville section, a
revision of the County's original plan is presented, in an effort to meet
the residents' concerns.

I believe this clarifies matters so you can submit your reply to the
counterproposal of March 5 and the new counerproposal for Wimbush to
Vineville.  You will recall that your reply is due by the end of the day
tomorrow, March 13.  If that is not possible, let me know at once and a
short extension can be considered.  Keep in mind, however, the
time-sensitive nature of our deliberations on this Project.

Please let me know if I can be of any assistance.  I expect to be here all
day, until 6:15, and will be at the computer regularly, but not continually.
You may also call, if that would be more convenient.

This is the County’s response to the communication received on Monday, March 10, 2008:


  1. We have plotted the historic GDOT traffic counts and the 2004 traffic projections to 2024 on Drawing No. AA. We think our drawing No. AA more accurately shows the traffic than your Exhibit A and B.


  1. Attached are copies of the Graph for count stations 445, 447, and 449, which shows vehicles per day from 1986 to 2007. Traffic was counted at count stations 445, 447, 449 and 452 in October of 2007. See the attached letter dated October 12, 2007, from Jim Gawlas to Steve Daniel.


  1. a. Please find attached the Annual Average Daily Traffic Reports (AADT) from the Georgia Department of Transportation dating from 2006 to 1986.


  1. Official DOT counts (Annual Average Daily Traffic, VPD).


  1. Please see Item No. 2 – Graph is attached.

  1. Since we could not recommend your Item No. 3. (below Wimbish toward Vineville) at the Mediation Meeting on February 28th, we are offering a compromise drawing to reduce the foot print on the four lane section from 86’ 7” to 79’ 5” wide. Drawing No. A is the currently approved typical section for Forest Hill Road to Wimbish Road. Drawing No. B is our compromise drawing to reduce the community impact by some 7 feet. Your consideration and response is welcome.


Judge Beasley, we ask that you make your usual distribution to the Resident’s Representatives.
