So let me get this straight….Mayor Reichert wants more tax dollars out of your pocket for road funding in a county that showed less than 1% of growth over the entire ten year period from 2000 to 2010, according to the 2010 U.S. Census. Yet there is no money allocated to fix our third highest in the nation crime rate, our miserly and failed public education system, or blight? At the last ‘retreat’ of the newly elected city/county commissioners, they were told by the facilitators/study presenters that until the crime and education problems in our county were fixed, that Macon had no chance of economic development. They didn’t mention, not one time, that Macon needed more roads.

Funding remains holdup on many planned projects

Mayor Robert Reichert pushed Wednesday for quicker action on extending Sardis Church Road, coupling that with a call to again look for more transportation funding.

Using a longer Sardis Church Road to give the Middle Georgia Regional Airport direct interstate access has been a priority of Reichert’s for years. Jack Reed of the Georgia Department of Transportation described the project -- with construction slated to begin in 2016 -- as “on schedule,” but Reichert said that’s a year behind the original plan.

Now there’s a chance to get back on track, with Georgia Power hinting that it may agree to bear most of the $1.6 million cost of moving power lines for the work, Reichert said at a Wednesday morning meeting of the Macon Area Transportation Study policy committee. He urged GDOT to absorb an additional $160,000 or so in costs to keep the process going.

But in that case and in many others now deemed “long range” projects, there’s a pressing need to find more funding sources for transportation work, Reichert said.

The General Assembly is taking another look at some form of transportation special purpose local option sales tax, he said.

A T-SPLOST vote in 2012 passed in just three of 13 regional commission districts statewide. Reichert held up the one-page local project sheet, on which most items are stalled due to lack of funding.

“Those areas in our state that passed the T-SPLOST, their planning document is two, three, four pages long,” he said.

Noise barriers

Nick Pietrzak, from the MATS citizen advisory committee, said he couldn’t get the GDOT website to work when he tried to comment on a noise-barrier construction plan associated with the widening of Interstate 75. His messages left with consulting firm Moreland Altobelli went unanswered, he said.

Reichert said GDOT officials at Wednesday’s meeting surely would look into the website issue, but Pietrzak said a larger issue is that similar noise barriers should be built along the length of I-75 through Macon. Though residents are told that can’t be done because more barriers wouldn’t be part of currently considered projects, it’s up to the MATS group to decide what projects are planned for locally, Pietrzak said.

“So it’s up to you to protect the city. It’s up to you to do this,” he said.

Reichert said if noise walls aren’t associated with a particular interstate project, the federal government won’t cover the cost of them. Local governments legally could build such walls on their own, but that’s prohibitively expensive.

Heritage trail

Money is on hand for an extension of the Ocmulgee Heritage Trail, and contracts for the work could be let in July, GDOT officials said. The new trail section would run on the east side of the river to connect with existing trails at Ocmulgee National Monument, Reichert said.

Committee leadership

Choosing its leaders at their first meeting in 2014, MATS policy committee members left Reichert in the chairman’s job. New Macon-Bibb County Commissioner Scotty Shepherd was chosen as the new vice chairman. There were no other nominees for either job.

MATS Policy Minutes

December 17, 2013


A meeting of the MATS Policy Committee was held on December 17, 2013 in the Bibb Co. Engineering Annex. There were eleven voting members present, thereby establishing a quorum. The minutes of the previous meeting were introduced and approved as well as the meeting agenda with a minor revision. Under public input, Mallory Jones stated that the revised MATS by-laws should include all nine of the Macon-Bibb Commissioners as members on the Policy Committee. In addition, there should be a task force formed in order to restructure the by-laws. Michael Ryan also stated there were some vacant positions on the CAC and the membership should be more flexible with the existence of more at large positions.

Under the Agenda Items, Jim Thomas discussed the representation on the MATS Committees as a result of the new by-laws. He stated that the local representation on the MATS Policy Committee would decrease as a result of the consolidation of the city and county. Therefore, it would make sense to decrease the voting membership to only 13 members on the Policy Committee. In addition, there would be three Macon-Bibb Commissioners on the Policy Committee and a representative from Jones and Monroe County. In regards to the Technical Committee, a representative of Monroe County would be added. Furthermore, a representative from each of the nine Macon-Bibb Commission Districts would be included on the CAC. As a result of the consolidation on January 1, the MATS by-laws will have to be revised and the new membership must be decided on. The proposed membership revisions had been brought up with the CAC and TCC.

A resolution was then introduced to amend the MATS by-laws in order to revise the membership on the MATS Committees. A motion was made by Henry Ficklin and seconded by Craig Ross to adopt the resolution and a discussion then took place. Henry Ficklin asked why was it necessary to alter the representation on the Policy Committee other than for Macon-Bibb Co. Jim Thomas commented that representation was based on population and Macon-Bibb Co. comprised over 90% of the population in the MATS area. Ralph Nix inquired if the representation for Jones and Monroe Co. could consist of members other than the Commission Chairman. It was commented that this would have to be reviewed further. Daylon Martin then commented that all districts in which projects exist should be included in the membership. Mayor Reichert responded that membership is not based on projects but on urbanized areas and population density. Nick Pietrzak then asked if changes could be made to the MATS by-laws to which Don Tussing replied that changes would have to be made anyway because a new MOU is required. Finally, Rick Hutto commented that Jones Co. should have at least two members on the Policy Committee instead of only one.

Mayor Reichert then called for a vote on the resolution to amend the MATS by-laws. The motion was approved by the voting members except for Daylon Martin who opposed it. The next item discussed was an amendment to the TIP. Ken North stated that additional funding had been added to the reconstruction of the railroad bridge on Jeffersonville Rd. in the amount of $140,000 for FY 2014. A motion was made by Rick Hutto and seconded by Henry Ficklin to approve the TIP amendment that was passed by the Policy Committee. Being no further business to discuss, the meeting was adjourned.

FHR current completion date is March 31 of 2017. [exasperated whistle from Mayor]

Bikeways on FHR - CAC had asked for reconfig.  would force a change in the typical section.  GDOT.  What about renaming? 

Interstate Noise Barriers - no way to expand the Interstate projects to include SBs.

1:12 Crosswalks at Tucker and Forsyth.  GDOT in Atlanta would have to approve.  Nigel Floyd has sent official request. Waiting now on GDOT response.  Mayor-"Addition of Crosswalks should not be a problem since traffic signals are already there" asks GDOT to Please consider it. 
Keep Crosswalks on the agenda, but not the other two items.

1:15  New Business.  Mayor wants Sardis Church to be accelerated.

Stop subsidizing suburbs. We don’t need housing and highway policies that push people away from our productive cities.  Brown economist Nathaniel Baum-Snow found that every new highway built into a city reduced that city’s population by 18 percent.  Our pro-homeownership policies, including the financial fiascos of Fannie Mae and Freddie Mac, implicitly push people out of urban apartments into suburban homes.  The great housing bust reminds us that the government shouldn’t be bribing people with the Home Mortgage Interest Deduction to bet everything on the swings of the housing market.
