To all :    Just a quick memo on what went on in the TCC meeting --

              1- T. Rojas was reappointed Vice chair of the TCC
               2- Mats By-Laws discussion
                   Jim opened by saying that the Public Participation plan  needs to be updated. There has been an indication ( by whom?) of a desire to change.
                   He thinks that Fed. Hwy. wants better pubic participation.
                   Points raised.
                     a- CAC needs more diversity.   I pointed out that we are much more diverse than policy and the TCC. We are the only group that gives the public a voice. We connect with our local groups and population. Nobody else does.
                     b - System needs better outreach.   I mentioned that if they gave us funding we could reach out to our neighbors more effectively. That I have mailed info out to my neighbors in the past but it was too expensive and I stopped.
                     c- CAC need to have the way its members are appointed changed.
                         Maybe the CAC members should be appointed by each elected District Rep.
                         I expressed my opinion that that was the worst way to get diversity. You would end up with people that did not care and were only political payoffs.
                    d-  Expressed that the currant CAC is staffed by the same activist, that dislike all projects.
                         I indicated that activist are the only one willing to give their time to an unpaid position for the city that they live in, and all you would ever see is activist.  I also pointed out that we appoint people that indicated an interest in helping the community and that is the only requirement to serve. We don't appoint people because they think like us.
                     E- It was suggested that maybe the best change would be for term limits. I said that was an acceptable approach.

                All in all it was a very friendly and informative discussion. Nigel Floyd stated that the current system seems best. No vote was taken or idea adopted.

             3-- The TCC than discussed the CAC motion to create the Major Hogan Forrest Hills bike path. Jim asked if this was for section 1 or 2 or both. I mentioned that the idea was to create a long  bike path that would connect to several other streets and become a multi-mile circular path so both sections need to be included.  GDOT said section 1 has been let and any physical changes now would be prohibitively expensive. The new District 3 GDOT engineer ( Daniel Pass )  said that this would fit into their complete streets policy and that if it can be done by just stripping, he thought that it should be investigated. The bike path idea would be checked out by GDOT and reported back to the TCC.

             4-  A long discussion was then held on the CAC motion to install sound barriers on the portion of I-75 that do not now have them.  GDOT stated that since it was outside the parameters of the current project, the Feds would not pay for it. It would all have to be done by local money. I stated that our idea was for the Policy committee to insist that the sound barriers become part of the project or it should not proceed. That of course went nowhere. Daniel Pass mentioned that our best chance would be to lobby our local state and U.S. reps for earmark to cover the project.

             5-  The CAC proposal to push the signalized crosswalks at Wesleyan was discussed. It was stated that these crosswalk were studied and approved by the city early last year and were submitted to GDOT for permit approval. GDOT has not responded.  The GDOT rep said that he would look into the holdup and try to get it moving.

             6 - The next and last item was new business. Jim stated that he was not happy with the way safety issues were being presented to the TCC and that he was reestablishing the TCC  safety committee.
                       I mentioned that CAC  members are involved with the AARP - Age Friendly movement. That would be an ideal place to get safety issues from all over town brought to the TCC thru the involvement of the CAC.  I said that it was just an example of our diversity of involvement with the community.
