The supersized Forest Hill Road project can be changed by the Bibb County voters on July 15, primary election day.

There are only two incumbent Bibb commissioners who "own" the FHR project - Elmo Richardson and Charles Bishop. They can be voted out of office that day.

The better candidates, Republicans (on the same ballot) who support a safer, more cost-effective, and more "neighborhood-friendly" redesign forForest Hill Road are Jimmy Allen and Theron Ussery.

The overwhelming majority of voters are against the Forest Hill Road project as planned and supported by both Bibb County commissioners Richardson and Bishop. But not enough voters know the story (unreported till now) of contracts between Elmo Richardson's former employer, Stantec and the Bibb County Road Improvement Program.

Bishop knew about the conflicts of interest between Commissioner Richardson and the Forest Hill Road contracts but he continued for years to allow Richardson to vote Bibb County SPLOST money towards his former company. Bibb County must have more integrity from our commissioners. Please vote for change on July 15.

Telegraph made an error
The Telegraph made an error by inserting the word "former" in my letter (6-25-08) describing the relationship between Elmo Richardson and his business with Stantec. Richardson is currently both an employee, part owner, and landlord of Stantec.

For the past 6 years, as a commissioner, Richardson has not only voted on but has cast the initiating motions on many Stantec contracts with Bibb County. Stantec has made millions of dollars on the Bibb Road Improvement Program SPLOST projects - including the preliminary design work for supersizing Forest Hill Road.

The Georgia Licensing Board (PELS) which oversees Professional Engineers and Land Surveyors is aware of these problems and has already begun to take action. Additionally, Bibb citizens will be calling for an independent investigation of this wrongdoing.

Bibb County Commissioner Elmo Richardson says he is neither an employee nor part owner of Stantec. He leases Stantec office space in the building he owns, as he does for six other companies. He says he owns about 1,000 shares of stock in Stantec, a publicly owned company which has hundreds of thousands of shares of outstanding stock. He sold his architectural firm to Stantec in Nov. 4, 2000, and stayed on as a paid consultant for three years. In November 2003, Stantec hired him as a full time employee for another year and a half - The editors.



 



Elmo Richardson admits in his letter below that he worked for Stantec from 2002-2006 either full-time or part-time.  This is the same time that he voted on numerous Bibb County contracts that benefitted $tantec.

Holliday's letter has only one fact right

I need to clear up your response to Lindsay Holliday's letter in Sunday's paper. I did purchase 1,000 shares of Stantec stock shortly after I sold my company to them in November, 2000. The stock split twice, two for one, and I sold all of it in late 2006 and early 2007. I do not own any Stantec stock. My firm was considered an engineering firm and not an architectural firm.

I was under contract to Stantec as a full time employee from November, 2000 to November, 2003. It was extended by mutual consent until March, 2005. I retired from full time employment at Stantec in March, 2005. From April, 2005 until December, 2006 I worked as a part time consultant to Stantec and "fully" retired in December, 2006. In January, 2007, I established "Elmo A. Richardson, Jr., PE, LLC, Consulting Engineer" which I operate on a part-time basis.

The only thing factual in Holliday's letter is that I am Stantec's landlord in Macon. The building is owned by three partners, d/b/a as Pierce Avenue Properties, LLP. We have six other tenants in the building.

The Road Improvement SPLOST passed in 1994. Tribble & Richardson, Inc. signed the contracts on Forest Hill Road in 1997 and 1998. The plans were prepared based on the concepts developed by Moreland Altobelli and GDOT. I sold to Stantec in November, 2000 and was elected to the Bibb County Commission in September, 2002. Lindsey Holliday was one of the candidates that I defeated in that race.

I can assure you that I have not voted on any contract for Stantec. I believe that the county attorney can attest that I "recluse" [sic]  from voting or discussing any issue that may be considered a conflict of interest.

Obviously, Holliday does not like me and will go to great lengths to discredit me. He continues to write false and distorted facts and the Telegraph continues to publish them.

Used wrong word

When responding to Lindsay Holliday's letter, Elmo Richardson uses the word "recluse." What caught my attention was that he used quotation marks around a word that could only be understood contextually.

The word he means is "recuse."

I want to thank Bibb County Commissioner Elmo Richardson (letter 7-1-08) for trying to explain to Bibb County citizens his financial relationships with Stantec Consulting, Inc. - a Bibb County sub-contractor.  Mr Richardson may want to explain a little more before his bid for re-election on July 15th.

Richardson states he fully retired from Stantec in 2006, but filings at the Federal Elections Commission (FEC) show him as associated with Stantec as of June 20, 2007.

Richardson appears to maintain an office in the Stantec business offices, because he uses the Stantec phone lines, and a Stantec secretary answers his phone.  Listen 

Documentation shows Bibb County minutes have been improperly edited to delete Mr. Richardson's name from actions involving Stantec, GaDOT and Forest Hill Road planning.  Additional documents show Mr. Richardson's name has been omitted from Ga Secretary of State records of disciplinary actions taken against Richardson by the Professional Engineers and Land Surveyors (PELS) Board concerning conflicts-of-interest.   This is certainly not the kind of transparent government we want in Bibb County and at its worst, it's unethical. Our citizens deserve  better from our elected officials.

Elmo Richardson states in his letter (7-1-08) that "I can assure you that I have not voted on any contract for Stantec".  Here Richardson is playing a "shell game" with his corporations. 

Fact is that the "Follow the Money" trail looks like this:

Where "Moreland" is Tom Moreland's company called Moreland-Altobelli who created (in 1994) and continues to manage the Bibb County Road Improvement Program (gravy train) that is now in its 7th "extension" year. 

Richardson recently voted to extend this 7th yearly-extension contract between Moreland and Bibb County.   Moreland skims 20% off the top before passing the work on down to sub-contractors like Stantec (and by extension, down to Richardson - either directly or through his various corporations and holding companies)

Right-of-Way Agreement between Bibb County and GDOT for Forest Hill Road at Sabbath Creek, STO-3213(5), RIP #8.
Mr. Wood began by saying that approximately two (2) months ago the Committee authorized the Chairman to sign a right-of-way agreement for Forest Hill Road (RIP #8), which went from Wimbish Road to Northside Drive.  He said today’s agreement covers the bridge on Forest Hill Road over Sabbath Creek, and refers to a different funding pot than the rest of the project.

On motion of Commissioner Richardson, second of Commissioner Hart and carried, the Committee recommended that the Chairman be authorized to sign said agreement.  The Committee further recommended this item be placed on the agenda for tonight’s Full Board Meeting.

Here is the scam:
Tom Moreland skims off 20% of the contract as pure profit.  Moreland then assigns all the work to Stantec.  Stantec trucks have been all over Forest Hill Rd for the past 5 years marking ROW and numbering the 3000 trees to be removed.   Richardson's company, Stantec made over  $1M so far on the projects that Richardson voted on.
